The third step of change is to develop and design the change. This step sits within the ‘Improving for Quality’ stage of the Quality Management System.
Why
This step provides clarity about what the change is trying to achieve and how the change will happen. Without this step, change processes can lack ownership, direction and momentum. They can also fail to achieve outputs.
What
The initial aim of the change should be clearly defined. You should then develop ways to achieve the change using a co-design approach. This is done with the groups identified in the ‘Understand’ step.
You should consider the wider factors that will impact on the change, including things that will support and prevent it.
The final step is to identify the tools and theory that will support the next phase of testing the change. Governance processes are essential at this step. This includes preparing a business case to proceed with the next stage of change.
How
The following tools support the development and designing of a change.
- Prioritisation Matrix.
- Discovery conversations.
- Expert reference groups.
- Options appraisal.
- Economic or Cost Benefit Analysis.
- How Might We statements.
- Equality impact assessments.
Prioritisation Matrix
This is a table that helps you rank ideas in order of importance. This is done using pre-defined criteria.

Discovery conversations
This guide explains how to involve people with lived experience in the design and delivery of change.
Find out more about the Care Experience Discovery conversations guide on the ihub website.
Expert reference groups
This is a model that engages professionals in developing aims and designing changes.
Options appraisal
This guidance informs your decisions by taking people through each stage of a proposed process.
Read guidance on involving people in options appraisal.
Economic or Cost Benefit Analysis
Doing this analysis helps you to compare the benefits of an action with the costs related to it.
How Might We statements
These statements turn insights into opportunities for design. They also help you to explore solutions in a variety of different ways.
Head to Community Engagement’s website to find out more about the How Might We statements.
Equality Impact Assessment
This identifies potential disadvantages of change. Giving you an opportunity to take action and minimise the adverse impact.
