The Controlled Drugs Regulations 2013 require every designated body in Scotland to appoint a Controlled Drugs Accountable Officer. We must be notified of the details of the person nominated to take on this role.
Applications and amendments
Organisations must inform us of any changes to their CDAO arrangements.

Exemptions
We manage the process that allows healthcare providers who meet the specified criteria apply to be exempt from appointing a CDAO.
Self declaration and assessment
Healthcare organisations can monitor their clinical governance arrangements for controlled drugs. This is done through self declaration and self assessment.
We are committed to promoting a joint working approach. We work with other regulatory and inspection bodies. These include:
- the Care Quality Commission
- Scottish Government
- the Care Inspectorate
- the Controlled Drugs Accountable Officers Network in Scotland
Controlled drugs quarterly occurrence reports
We submit the controlled drugs quarterly occurrence reports. We send these to the NHS Controlled Drugs Accountable Officer (NHS CDAO). We do this on behalf of independent healthcare providers.
