Summary
We have committed to the shared service Procurement Strategy 2015 – 2018. This was signed off by all the shared service partners in 2015.
We buy goods and services by competition wherever possible. This is in line with government policy and the relevant legislation. The procurement process complies with:
- Health Scotland’s own Standing Financial Instructions
- The Public Contracts (Scotland) Regulations 2015
- The Procurement (Scotland) Regulations 2016
We seek to achieve best value for the items that most closely meet its requirements. We base contract award decisions on the assessment of a range of evaluation criteria. These criteria are specific to the goods or services we are looking to buy. For contracts above the EU thresholds, these criteria and the relevant weightings are included in both or either of:
- the contract notice
- the tender documentation
